Then for several more months I would get up to level five, crash, go back to levels two, three, and four, get back up to level five and crash again.

I was in silimar situation Reached lvl 5 in half a year then crashed
After that I started to recheck all levels, and after that I was doing lvl 2 for 7 years.
5 years without e-meter. 2 with.
My e-meter costs 120$

So I basically had to go by the fact that level three was impossible for me to continue running.  Everything I tried to timebreak just vanished as soon as I brought it up.

That can be also becouse u have the lack of RI done enough.

I noticed that when I use meter while doing RI - there are a lot of charge uprising.
Without meter I can think that RI procucing no changes. But when i picked it up and run commands - there are a lot of changes. RI can works really deep, long and strong.

Without meter i could think that I'm in a good shape. But when i picked it up - there are 4.5 TA. So my sensetivity was suppressed by the invisible charge .

But unlike to u , i have zero scientology experience before TROM
So that can be only my case.

Now I'm doing lvl 3 for two months. After it I'll try to pass the test)).
